As a training and certifying non profit organization, Blue Line Dogs proudly partners with First Responder agencies to provide therapeutic support to personnel in law enforcement, fire services, EMS, and emergency communications. Our certified canine-handler teams help reduce stress, support wellness, and provide meaningful interaction to those who face trauma, high-stress situations, and demanding operational environments.
These partnerships are formalized through Memorandums of Agreement (MOAs), which outline mutual expectations, responsibilities, safety standards, and deployment procedures. MOAs ensure consistency, professionalism, and alignment with each agency’s policies.
Through these agreements, Blue Line Dogs delivers reliable, safe, and effective therapy dog services—supporting the wellness and resilience of the First Responder community.

Blue Line Dogs is proud to partner with the Los Angeles Police Department (LAPD) under a formal Memorandum of Agreement (MOA) to provide certified Therapy Dog Teams in direct support of both sworn and civilian personnel as part of the Department’s comprehensive Wellness Program. This partnership reflects a shared commitment to supporting the mental health, emotional resilience, and operational readiness of LAPD employees who routinely serve in one of the most demanding public safety environments in the nation.
Each Therapy Dog Team member is formally registered with the LAPD as a Reserve Officer or official Department Volunteer, ensuring full accountability, adherence to Department standards, and seamless integration within the LAPD organizational structure. This formal designation enables Therapy Dog Teams to operate in a professional capacity consistent with Department protocols, policies, and expectations, while reinforcing the legitimacy and reliability of the program as an established wellness resource.
Therapy Dog Teams are deployed at the discretion and direction of the Chief of Police or designated command staff, allowing for strategic and appropriate utilization based on departmental needs. Deployments may include routine station visits, wellness and morale support, critical incident response, and other Department functions where emotional support and stress mitigation resources are beneficial. This structured deployment model ensures that Therapy Dog Teams are available when most needed, while maintaining alignment with Department priorities and operational considerations.
Through this formalized partnership, Blue Line Dogs and the Los Angeles Police Department demonstrate a proactive and forward-thinking approach to officer and employee wellness. By integrating Therapy Dog Teams into the Department’s wellness framework, the LAPD affirms its commitment to providing meaningful, accessible, and professionally administered support services that enhance resilience, promote psychological well-being, and help sustain the long-term health and effectiveness of its personnel.

Blue Line Dogs is honored to partner with the Los Angeles County Sheriff's Department (LASD) under a formal Memorandum of Agreement (MOA) to provide certified Therapy Dog Teams in support of both sworn and civilian personnel as part of the Department’s comprehensive Wellness Program. This partnership reflects LASD’s continued commitment to implementing diverse and accessible wellness resources that address the unique emotional and psychological demands faced by deputies, professional staff, and their families.
The Therapy Dog Program serves as one of several integrated mental wellness initiatives offered by the Department. Working in coordination with LASD’s established peer support network—comprised of trained deputies and professional personnel—Therapy Dog Teams provide an additional layer of voluntary, non-clinical support designed to reduce stress, promote emotional balance, and enhance overall well-being. These interactions offer personnel a supportive and approachable resource that complements existing wellness services and reinforces a culture that prioritizes mental health. Importantly, the program is provided at no cost to the Department, ensuring responsible stewardship of public resources while expanding access to meaningful wellness support.
Handlers include both Law Enforcement Technicians (LETs) and dedicated Civilian Volunteers who have been properly vetted and trained to operate within the Department’s professional environment. This collaborative model reflects a shared commitment between Department personnel and community volunteers to support the wellness of those who serve.
Therapy Dog Teams are strategically assigned to key Department locations, including the Hall of Justice, Men’s Central Jail, Compton Station, and Lomita Station, allowing for consistent availability in both custody and patrol environments. This placement ensures that personnel working in high-tempo, high-stress assignments have regular access to wellness support within their daily operational settings.
By incorporating Therapy Dog Teams into multiple facilities and operational contexts, LASD continues to strengthen its comprehensive wellness framework and demonstrates its ongoing dedication to fostering resilience, supporting personnel, and maintaining a healthy and effective workforce.

This partnership reflects the Department’s strong and ongoing commitment to safeguarding the mental health, emotional well-being, and long-term resilience of its employees.
The Vernon Police Department recognizes that law enforcement personnel routinely encounter high-stress situations and critical incidents that can have lasting psychological effects. In response, the Department has taken proactive steps to incorporate Therapy Dog Teams as a supportive wellness resource designed to reduce stress, improve morale, and promote emotional balance.
